Meet Sharon

Sharon Green Middleton takes great pride in representing the diverse communities within the 6th District, which stands as the 3rd largest among the 14 Districts. Elected to her first term in 2007 after an initial appointment, she has actively served on various committees that have bolstered community awareness and empowerment.

 

Councilwoman Middleton consistently showcases her ability to unite residents from different neighborhoods and communities by fostering strategic partnerships, offering access to information and resources, and attentively addressing her constituents’ concerns. She attributes her motivation to serve to her grandmother, who instilled in her the values of giving back and paying it forward.

 

Ensuring the well-being and resourcefulness of the Older Adult community is a priority for Councilwoman Middleton. She played a pivotal role in establishing a cabinet-level office for older adults and remains dedicated to their care.

 

With a robust background in public service and extensive involvement in education and career development programs, Councilwoman Middleton serves as the chair of the Economic and Community Development Committee (ECD) and holds membership in several key City Council committees, namely WAYS AND MEANS (W&M), EDUCATION, WORKFORCE, AND YOUTH (EWY), RULES AND LEGISLATIVE OVERSIGHT (OVERSIGHT), and LEGISLATIVE INVESTIGATIONS (LI). Beyond her council duties, she also contributes to various organizations, including the Park Heights Renaissance, the Baltimore City Women’s Commission (Ex-Officio), and the Morgan State University Alumni Association.

 

A Baltimore, Maryland native and an alumna of Morgan State University, Councilwoman Middleton balances her roles as a dedicated wife and mother to one son. Additionally, she holds positions on prestigious boards such as the Maryland Association of Counties (MACO) and the National Association of Counties (NACo). She remains actively involved in various organizations including the National Association of Black County Officials (NABCO), Deferred Compensation (DCR) Advisory Committee, Large Urban County Caucus (LUCC), and the NACo Transportation Steering Committee.

Education

  • Health Certification Program at Pimlico Middle School in partnership with Life Bridge Health, a one of its kind in the Baltimore City Public School System
  • Informational Hearing – Financial Literacy Curriculum Content Within the Baltimore City Public School System For the purpose of inviting the Chief Executive Officer of the Baltimore City Public School System, the Commissioners from the Board of School Commissioners for the Baltimore City Public School System, the Director of the Mayor’s Office of Employment Development, and the Executive Director of the Mayor’s Office of Children and Family Success to appear before the City Council to discuss how we can: develop curriculum content for a course in financial literacy;

Legislation

  • Emergency Security Deposit Relief Act For the purpose of establishing the Emergency Security Deposit Voucher Program; placing a cap on the amount of money the Emergency Security Deposit Voucher Program can give each family for a security deposit; providing for certain funding for the Emergency Security Deposit Voucher Program; setting forth the eligibility requirements for the Emergency Security Deposit Voucher Program; requiring that the Department of Housing and Community Development adopt rules and regulations to administer the Emergency Security Deposit Voucher Program.
  • Investigative Hearing – Baltimore City as an Abortion Rights Protection Jurisdiction For the purpose of requesting that the City Solicitor and representatives from the Baltimore City Health Department appear before the City Council to evaluate if Baltimore City is prepared for an influx of patients seeking to terminate a pregnancy, to identify current barriers to accessing abortion healthcare services, to identify disparities in the ability to access abortion healthcare, specifically for the lesbian, gay, bisexual, transgender, and queer community and for marginalized racial and ethnic groups

    • Firefighter Safety Act For the purpose of establishing basic operational approaches to risk assessments; outlining emergency response rules of engagement; requiring all fire suppression personnel employed by the Baltimore City Fire Department to be equipped with digital audio and video recording devices by a certain date; requiring the implementation of a safety and risk management system; defining certain terms establishing reporting requirements; and providing for a special effective date.
    • Office of Aging – Independent Agency For the purpose of establishing an Office of Aging as an independent agency; defining certain terms; providing for the appointment of the Director of the Office
